South Korea to strengthen measures against steel import circumvention to protect domestic industry
In response to growing concerns over unfair trade practices and rising pressure on the domestic steel industry, South Korea’s Ministry of Trade, Industry and Energy has announced plans to tighten regulations against anti-dumping circumvention in steel and aluminum imports.
The government is preparing to revise customs regulations to empower the Korea Trade Commission to investigate cases where importers attempt to bypass anti-dumping duties—such as by altering product types, misclassifying tariff codes, or re-routing shipments through third countries.

This move comes as South Korea faces increasing challenges from trade barriers and unfairly priced imports, which have caused significant disruption in the local steel market.
To bolster enforcement, the Korea Customs Service will establish a dedicated task force to carry out enhanced inspections. The frequency of regulatory checks on imported steel products will double from twice a year to four times annually, as part of a broader effort to close loopholes and ensure compliance with trade defense measures.
Alongside these protective actions, the Ministry also aims to develop sustainable strategies that reinforce the competitiveness of South Korean steelmakers in the global market.
